ENCLOSURE CONTAINS CUI//CEII – DO NOT RELEASE
Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) request for an extension of time
to address Action Item 3 (I-3) and the Federal Energy Regulatory Commission’s (FERC) follow-up
Comment 1 (C-1) related to the 2025 annual FERC dam safety inspection of PG&E’s DeSabla-
Centerville Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. I-3
and C-1 are regarding Philbrook Dam. Included with PG&E’s extension of time request is a
reasoned basis for the request, per Title 18 of the Code of Federal Regulations, Section 12.40(d).
PG&E submitted its original plan and schedule for addressing I-3 to FERC in a letter dated
September 4, 2025. FERC provided C-1 in a letter to PG&E dated March 4, 2026, to which PG&E
responded with an updated plan and schedule for I-3 in a letter dated April 2, 2026.
The extension of time request and reason for the request are enclosed with this letter (Enclosure 1).
Should you have technical questions concerning this matter, please contact Isabelle Rawlings,
senior dam safety engineer for PG&E, at (925) 359-5420. For general questions, please contact
Andrew Garcia, license coordinator for PG&E, at (530) 228-8990.
Sincerely,
Robert O. Ellis, P.E., G.E.
