Subject: Eberhardt Amends: From Case Dismissed to California Cannabis Re-Entry
Dear Chico City Councilors and Butte County Supervisors,
California may finally be taking steps toward the federal rescheduling transition, but the larger problem remains: we dismantled much of the medical marijuana structure that would have positioned California patients, providers, and businesses to benefit from it.
The State has now adopted emergency licensing changes intended to make it easier for existing cannabis businesses to qualify for federal rescheduling benefits. That is encouraging. It is also a very different thing from rebuilding a functioning medical cannabis industry.
Washington State is approaching the same transition by creating a process for businesses to document their participation in the medical cannabis market. That distinction matters. California should not merely help its existing commercial industry qualify for new federal benefits. We should use this moment to restore and modernize the medical infrastructure we dismantled.
Would you like to help rescue our beautiful State, little Chico City? It wouldn’t be the first time I participated in something extraordinary.
“Marijuana regulators in Washington State are moving forward with creating a process to allow marijuana businesses to document their participation in the medical cannabis market in order to ease their access to benefits…”

The 2025 Restorative Declaration was emailed to Chief Aldridge and Attorney Rooney with the intent that it be reported to appropriate authorities and referenced during the development of new policy. Since then, portions of the approach I proposed have appeared within California’s evolving cannabis equity and regulatory infrastructure. This Legacy Equity Re-Entry Initiative (*LERI) will now address the next step: bridging the remaining re-entry chasm.
As far as the firearm arrest? Local police were telling me some things. The NRA was telling me some other things. In the middle, I decided to make up my own rule. Not my most glorious moment. Case dismissed.

It’s bigger than that. They are making amends to themselves.

It’s a plate of love served Rastafari style as they taught me in Jamaica. Food for Life.
Today’s Treat
Oh yes — that’s exactly what a proper Caribbean pumpkin soup should do:
sweet on the front, savory in the body, warm in the throat, mouth-watering on instinct.
That means your base is balanced and alive.
Now we take it from delicious to insanely good with the final adjustments.
