Please update your records: mkitts@buttecounty.ca.gov From: Britt <lovebritt950@gmail.com> Sent: Sunday, October 11, 2026 12:14 AM To: Clerk of the Board <clerkoftheboard@buttecounty.ca.gov> Subject: To the Butte County Board of Supervisors and Clerk of the Board: I am writing to file a formal complaint regarding gross operational negligence by Butte County Animal Control. Their repeated failure to perform their duties over the last month has directly resulted in the agonizing death of an animal from starvation, and has created an immediate public health and environmental biohazard directly outside my home. The Timeline of Negligence: • Multiple Warnings Ignored: Between May 2026 and today, I contacted Animal Control numerous times via phone and email. I explicitly warned them that a neighbor's dog was being entirely deprived of food and water. Animal Control dispatched an officer to the property once. Because I had been personally stepping in to feed and water the animal to keep it alive, the officer saw food and water present and used it as an excuse to clear the call and ignore the case. This occurred despite me explicitly telling the officer—and providing text message proof between the owner and I about stepping in and feeding it. After an officer arrived I notified Animal Control that I could no longer sustain feeding the animal and explicitly told them the dog would die if they did not intervene to rescue it as well as how much it killed me to open my door everyday and have the dog bark at me knowing I was the only one feeding it. I ended up moving were I parked so I couldnt see it. I was trying to save it hopeing the officer would see how neglected the animal was and theydd give it a chance at life . They chose to completely ignore the situation. Admission of Records: On a recent call to notify the dog had died a dispatcher openly confirmed to me and a Sheriff's deputy on a three-way line that the department had successfully logged every single one of my previous warning calls, proving a deliberate paper trail of inaction. Current Public Health Crisis: Because Animal Control refused to act the other day and come get the dead dog and the owner not ever home they left the carcass to rot on the property. Which is right under my window and my front door The severe odor of decomposition is currently penetrating my home, specifically leaking directly into the bedroom window of my six-year-old child. When I contacted authorities tonight, I was told nothing would be handled until tomorrow morning. My child is currently being forced to sleep in a different area of the house because his room is completely uninhabitable due to a biological hazard that Animal Control had a month of advanced warning to prevent. Demanded Actions: 1. An immediate emergency dispatch to remove the decomposing biohazard from the property adjacent to my child's room. 2. A formal internal investigation into the handling of this case file, specifically reviewing the logged calls and the actions of the field officer who initially dismissed the starvation report. 3. Accountability for the department's failure to enforce basic animal welfare laws, which directly subjected my family to severe emotional distress and a hazardous living environment. I have preserved all sent emails, call logs, text messages, and screenshots establishing this timeline and expect a written response detailing how the county will address this systemic failure. Sincerely, Brittani gage 13 eagle Crest Oroville ca 5305378914
