The California Board of Forestry and Fire Protection is seeking input from Californians on what it
should prioritize as part of its annual Regulatory Review process.
Each year, the Board reviews its work plan and regulatory portfolio to identify opportunities to
address implementation challenges, reduce unnecessary regulatory barriers, and ensure
California’s forestry, wildfire resilience, and resource protection regulations remain effective and
responsive to changing conditions.
As California continues to confront challenges related to wildfire, forest health, reforestation,
sustainable forest management, and the resilience of communities and landscapes, the Board has
an important leadership role in helping shape the policies and regulatory framework needed to

meet these demands.
Through its regulatory and statutory authorities, committees, partnerships, and ability to convene
diverse interests, the Board is working to provide clearer direction on some of the most
consequential forestry and wildfire issues facing California. The annual Call for Regulatory Review
is one of the tools the Board uses to translate its leadership role into action—identifying where
existing regulations are working, where they are creating unintended barriers, and where
modernization or new approaches may be warranted.
This year, the Board is taking a more focused and strategic approach to this review. Rather
than considering individual regulatory changes in isolation, the Board is particularly interested in
ideas or recommendations that can help advance its broader policy priorities (below) and inform its
work in the years ahead.
These priorities include:
Modernizing forestry and improving the Forest Practice Rules;
Making forestry and wildfire resilience actions more efficient through streamlining and
reducing regulatory barriers;
Restoring and supporting post-fire landscapes and creating resilient forests for the future,
including reforestation;
Increasing and supporting the social, environmental, and economic benefits provided by
California’s forests and rangelands;
Improving and expanding forestry infrastructure; and
Making California communities safer from wildfire, particularly through work associated with
the Board’s Resource Protection Committee.
More information about these priorities, and how the Board intends to use the Regulatory Review
process to help advance them, is available in the Board’s Joint Forest Practice and Management
Committee’s September 2026 Regulatory Review priority memo.
As part of this review, the Board welcomes your submissions and recommendations for what the
Board should consider, identifying any or all of the following:
Please identify the regulation or regulatory issue involved, describe the problem or
opportunity, and suggest a potential solution or approach for the Board to consider.
How the submission furthers or supports the Board's key priorities listed above;
Areas where questions or differing interpretations exist regarding regulatory standards,
along with potential solutions;
Challenges encountered in achieving compliance with or implementing regulatory standards,
along with potential solutions;
Regulatory changes that could clarify existing requirements, improve implementation,
reduce unnecessary regulatory inefficiencies or barriers, or otherwise advance the Board’s
identified priorities while maintaining appropriate resource protections;
A recommendation that is not strictly regulatory or may involve the Board’s broader policy
role in a convening, research, or other leadership capacity.
We encourage submissions to be as specific as possible. Submissions can also assume any
format that works best for the recommendation (e.g. a narrative, short white paper, etc.).
Submissions are due by 5:00 p.m. on October 30, 2026 and may be submitted by email to
PublicComments@bof.ca.gov. Please include “Regulatory Review Submission” in the subject line
to help Board staff review and process submissions efficiently.
Submissions may also be mailed to:
Board of Forestry and Fire Protection
Attn: Regulations Priority Review
P.O. Box 944246
Sacramento, CA 94244-2460
The Board anticipates considering the input received through this process, along with information
from the California Department of Forestry and Fire Protection, during its regularly scheduled
Board and committee meetings. The feedback received through this process will help inform not
only potential regulatory changes, but also the Board’s broader policy and committee work plan for
2027. The goal is to use the Board’s authorities and leadership role strategically—bringing people
together around practical solutions, identifying opportunities for modernization, and helping move
California’s forestry and wildfire resilience policies from discussion toward implementation.
To facilitate posting to the Board’s website, commenters are encouraged to submit materials in
formats that meet applicable Americans with Disabilities Act (ADA) and Web Content Accessibility
Guidelines (WCAG) accessibility requirements.
We appreciate your participation and look forward to working with partners across California to
identify practical, durable solutions for the future of the state’s forests, rangelands, and
communities.
