Note: We’re resending to fix an error in the first article. Happy Thursday, County Family — Last call to enter our Challenge Awards by tomorrow’s deadline! This week, we can brighten your day with some encouraging updates: In this week’s issue: A veto that will avert higher county pension costs Early action on El Niño prep — with, hopefully, more to come And a new law that updates last year’s Brown Act changes Newsom Vetoes Bill That Would Have Increased County Pension Costs On Sunday, Gov. Newsom vetoed AB 1383 (McKinnor), which would have upended some of the critical reforms put in place in 2013 by the California Public Employees’ Pension Reform Act (PEPRA) and undermined core principles of that law. CSAC opposed this law because it would have increased pension costs for all public agencies — including the state, counties, cities, schools and special districts — by as much as $7.5 billion, according to a CalPERS estimate. A local government coalition including CSAC released a statement thanking the Governor for his veto: At a time of severe fiscal uncertainty and growing demand for services, it is more important than ever for state leaders to help control costs. The pension reforms established just over a decade ago through PEPRA have been instrumental in stabilizing budgets for local agencies: cities, counties, schools, and special districts. This bill would have undone some of those vital reforms, adding billions in new costs and liabilities statewide over the next few decades. We appreciate Governor Newsom for vetoing the bill. For more background on this bill, here’s our Q&A from a couple weeks ago with CSAC Senior Legislative Advocate Eric Lawyer. Note: An earlier version incorrectly attributed the $7.5 billion figure solely to county savings, rather than all CalPERS member agencies. Agriculture, Environment & Natural Resources Newsom Issues Executive Order on El Niño Prep A new Executive Order signed Monday by Gov. Newsom declares a State of Emergency to mobilize state resources as California braces for El Niño this winter. The action comes after CSAC and local government partners urged the Newsom administration to help communities take preventative actions before heavy storms strike. CSAC applauded the move as “an important first step, adding that “more is needed to remove permitting barriers to critical flood preparedness projects.” County Resource Center Training | State Resources on New Federal Public Charge Rule: CalHHS has established a dedicated webpage to help Californians understand the federal government's new Public Charge Rule, and will continue to post additional updates as they become available. Newsom repeals parts of last year’s Brown Act legislation. SB 1187 (Durazo) takes effect immediately as an urgency statute. It removes specific prescriptive requirements established under SB 707 (2025) for language accommodation, such as translating agendas for Board of Supervisors meetings. That means the decision-making authority regarding language access services returns to local agencies. This measure directly addressed concerns raised by both local agencies and language access advocates. The governor has less than a week left to act on the remaining bills on his desk. Here’s this week’s rundown of his signings and vetoes that impact counties.
