Dear Supervisors,
I am in favor of well-planned solar installations for the benefit of Butte County residents,
institutions, and businesses.
I have concerns about the currently proposed Cenergy project referred to as "North Chico
Solar" which sites a solar industrial complex in a zone actively achieving collaborative
progress towards recovering the landscape for resilience across multiple user groups.
Planning ensues, which ensures that episodes like recent unique, catastrophic wildfires
and drought / flood regimes of intensifying seasonal frequency are met and managed with
careful, strategic planning by the Butte County Collaborative Group of interagency
representatives.
I respectfully request that the Supervisors, for which Tod Kimmelshue is my
representative, direct Butte County staff to engage directly with California Energy
Commission to fully understand the proposed project details and allow local control to
operate. Local expertise and understanding of County staff provides the best perspective
of potential project impacts and benefits of such projects. The urgency on the project
proposer's part is not a good reason to ignore Butte County's procedural approach to
project review, especially in a decreasing natural community of local importance to
humans, wildlife, birds, plants, and rangeland foothills such as blue oak woodland, which
statewide has already experienced drastic land conversion and habitat loss.
Please pause, and direct staff to fully evaluate this project's details adequately and
mindfully.
I would like my comment to be recorded in the official public record for all proceedings
concerning the proposed solar development at 2000 Skyway/Nance Canyon, and request that
the County provide a written response to the concerns raised.
