Dear Sir or Madam:
Regarding the Cenergy “North Chico” Solar Development.
Butte County’s 2030 General Plan addresses the Vision and the Guiding Principles that decide
the future for the residents of the county. So I have extracted most of what I have to say from
that document.
The VISION: Our County is defined by its rich landscape of valley, hills, mountains, open
spaces and the rivers and creeks that are the lifeblood of our landscape. Those open spaces
and watercourses provide the natural corridors for wildlife and native plants that sustain the
County’s rural and natural setting.
The County’s residents, early or most recent, have valued this unique landscape and planned
the growth of their communities so as to conserve as much of the surrounding natural
landscape as possible. As a current resident, I want Butte County in 2030 to be a desirable
place to live for future County residents.
Agriculture and open space will continue to dominate Butte County’s landscape and existing
agricultural areas will be maintained.
Water resources will be protected through proper planning and regulation.
Wildlife and native plants will survive. Sensitive natural resources, including deer herd
migration areas will be protected.
Our GUIDING PRINCIPLES include cooperative planning (NOT the abdication of planning to an
outside economic entity). They address the protection, enhancement and management of
natural resources.
They promote the public’s health, safety and welfare (NOT exposure to industrial blight,
increased fire danger and potential flooding).
Agriculture is an important aspect that will be protected, maintained, promoted and enhanced
(NOT replaced by a solar industrial site).
Sustainability will be addressed, identified, promoted and enhanced (NOT be subject to the
future abandonment of 500,000 solar panels and thousands of lithium batteries).
And, finally, as a result of the above Vision and Guiding Principles (if they are not ignored),
Butte County’s residents will have access to healthy living and lifestyle options and an
environmentally sustainable community.
In my opinion the Cenergy project is the antithesis of the 2030 General Plan. Their CBA
prevents our elected representatives from analyzing or challenging the project before its’
commencement and is basically a “bribe” disguised as a benefit.
My husband is a retired veterinarian and we raised horses for 45 years. We castrated a lot of
colts. They were better citizens for it and had better lives. But castrating our elected officials’
power and silencing the citizens is not benefiting us.
Respectfully,
Tania Dunlap
