From:Terri Davis To:Clerk of the Board Subject:Fwd: Objection to North Chico Solar Project Date:Monday, October 26, 2026 10:02:10 AM Dear Clerk of the Butte County Board of Supervisors, We live in the Skansen SubDivision off of the Skyway on Oak Ridge Drive. We are part of a residential community that includes Spanish Gardens below us and Rocky Bluffs adjacent to us to the north. We attended the information session at the California Park Pavillion in which Cenergy presented an overview of their proposed North Chico Solar Project. Many residents from our area attended, and we have grave concerns over the impact, placement and location of this solar project. Representatives from Cenergy had difficulty explaining details to the audience. We came away with grave concerns after hearing responses such as, "We don't know yet," or "We will have to get back to you." The North Chico Solar Project would literally border our homes on the other side of the Skyway from Oak Ridge Drive. It would radically impact our environment, safety, and neighborhood community. The extraordinary blue oak woodland, watershed area and open corridors for wildlife are at tremendous risk by installing 500,000 solar panels and enormous battery storage literally across the Skyway (A scenic highway) in walking distance from our homes. We are respectfully asking you to defer any endorsement or commitment regarding the proposed CBA. Please listen to the citizens whose lives will be directly affected. Any consideration of a CBA for the North Chico Solar Project is premature. The County and the public have not adequately reviewed the project's complete application, environmental, proposed mitigation measures or alternative locations through the CEC's established review process. The community deserves a transparent process with meaningful public participation before decisions are made that permanently alter the landscape and negatively affect the residents of this residential area. Residents have lived in Skansen and Spanish Gardens subdivisions for decades knowing The Skyway is designated a Scenic Highway in Butte County. In addition, our water company, GranMutual, that provides water for all of the homes in these subdivisions, including Rocky Bluffs, has also not been adequately included in discussions regarding the impact the solar project will have on the Tuscan Aquifer. We respectfully ask the Board to direct County staff to engage directly with the California Energy Commission to determine how Butte County can fully participate in the review. We appreciate your careful and complete review of our concerns and the facts about this proposed location for the North Chico Solar Project and its long term impact. Respectfully, Dr. Teresa Davis Mark Davis, LEP 1479 Oak Ridge Drive Chico, CA 95928
