From:Marcy Marley To:Connelly, Bill; Durfee, Peter; Ritter, Tami; Kimmelshue, Tod; Teeter, Doug; Clerk of the Board Subject:North Chico Solar Project - October 27, 2026 Date:Sunday, October 25, 2026 2:16:55 PM We respectfully recognize the importance of renewable energy development and appreciate the Board of Supervisors' interest in securing meaningful benefits for Butte County residents. However, we believe consideration of a Community Benefits Agreement (CBA) for the North Chico Solar Project is premature before the County and public have had an opportunity to review the project's complete application, environmental impacts, proposed mitigation measures, and alternatives through the California Energy Commission's established review process. We respectfully ask the Board to defer any endorsement or commitment concerning the proposed agreement and instead direct County staff to engage directly with the California Energy Commission to determine how Butte County can fully participate in the review. This is an extraordinary landscape, with extensive native blue oak woodland, wildlife habitat, grazing land, and important watershed resources. The community deserves a transparent process, informed by science and meaningful public participation, before decisions are made that could permanently change this landscape. I would suggest an alternative location, possibly south of Chico where there are no residences. Our water source is not unlimited as they may believe and solar panels can cause pollution if they degrade and pollute our groundwater. This is not the location in which to have such a vast industrial complex. We are in a high-fire zone and are camp fire survivors. Wildlife and trees should not be removed in order to install a solar "farm". Please preserve our County's ability to evaluate the project before it is pushed through and it is too late. Thank you so much for your consideration. Marcia and Joe Marley 1460 Oak Ridge Dr. Chico, CA 95928 (530) 893-9652
