Re: Item 5.1, October 27, 2026 – Cenergy Power's proposed community benefits agreement (NCS Solar)
Dear Supervisors,
I live on Cliffhanger Lane, just off the Skyway. The state will decide this project, but the Board still has a
meaningful role. I ask the Board to:
1. Direct County staff to analyze the project's effects on wildfire and evacuation on the Skyway, groundwater and
private wells, Butte Creek, deer winter range, blue oak woodland and grazing land, and its consistency with the
County's own solar siting guidance.
2. Send the California Energy Commission a formal letter with those concerns, and submit staff's findings as
evidence.
3. Not treat benefit payments as a substitute for a full siting review. Any agreement should not limit the County's
ability to raise concerns.
Cenergy's October 21 letter describes a 960 MWh battery plant, eight hours of storage. Its own map places the
battery yard at the corner of the site nearest Spanish Gardens, about a third of a mile from homes and 0.3 miles from
the Skyway.
This ambiguous project will have a direct impact upon the Skyway road condition, we just had it replaced after the
fire and two years of debris removal. Where I live I see foxes and deer and coyotes. Cenergy is overlooking the
enormous disenfranchisement of wildlife. My greatest concern is the erosion and runoff and the effects on our
precious Butte Creek. I really hope the Board of Supervisors can unanimously agree on this matter and represent
the people who live in our beautiful county.
Thank you,
Gabrielle Broche
