Subject:North Chico Solar Project — Board Agenda of October 27, 2026

Dear Members of the Butte County Board
of Supervisors,
I am writing to urge the Board to hold off
on any prospective action to enter into a
Community Benefits Agreement regarding
the proposed North Chico Solar
Project. The Board plays a critically
important role in ensuring that energy
projects pursued in Butte County through
the California Energy Commission's
(CEC's) review process will offer
meaningful benefits to residents without
doing harm to the natural features and
environmental quality of our county. It
would be premature for the Board to enter
into a Community Benefits Agreement for
the North Chico Solar Project prior to
assessing the project's full application,
environmental impacts, proposed
mitigation measures, and alternatives.
After researching what has been
proposed, I am very concerned that
the North Chico Solar Project's plan to
create a massive installation along the
Skyway will damage and/or destroy vitally
important native blue oak woodland,
wildlife habitat, grazing land, and
watershed resources. I respectfully urge
the Board to defer any endorsement or
commitment concerning the proposed
agreement while County staff are directed
to determine how Butte County can
actively participate in and help to inform
the CEC's application review process.
Thank you,
Diane Puckett
