JOC is an alternative project delivery process that allows contractors to complete many projects with a single bid. Public Contract Code section 20128.5 allows the County to implement a JOC services process to select vendors to complete specific individual projects for repairs, maintenance, and other repetitive work according to fixed unit prices under a single umbrella contract executed by the Board of Supervisors. On August 11, 2026, the Board of Supervisors authorized the Department of Public Works to advertise bids for JOC. Up to four JOC contracts may be awarded through this solicitation. While there is no minimum guarantee, each contractor will have an opportunity to perform job orders totaling at least $50,000 each during the contract term. All job orders BUTTE COUNTY BOARD OF SUPERVISORS MINUTES – OCTOBER 13, 2026 over $500,000, pursuant to Board Policy, will be returned to the Board for additional approval. The Department's JOC bids were advertised on August 12, 2026, and seven bids were received on September 9, 2026: 1) T & S West of Stockton, 2) Knife River Construction of Chico, 3) Franklin Construction, Inc. of Chico, 4) North Star Construction and Engineering, Inc. of Yuba City, 5) MJ Shelton General Engineering of Chico, 6) RCI General Engineering of Oroville, and 7) Steelhead Constructors Assoc. of Palo Cedro. T&S West of Stockton, Knife River Construction of Chico, and Franklin Construction, Inc. of Chico were the top three responsive and responsible bidders. Under Public Contract Code section 20128.5 and the current California Consumer Price Index, each contract lasts one year with a maximum contract value of $6,402,606. The Department recommends that the Board approve JOC contracts for T&S West, Knife River Construction, and Franklin Construction, Inc., and authorize the Director of Public Works, or their designee, to sign the contracts. (DEPARTMENT OF PUBLIC WORKS) Action Requested - 1) APPROVE CONTRACTS (3) AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS, OR THEIR DESIGNEE, TO SIGN THE CONTRACTS. Colt Esenwein, Director of Public Works, presented this item to the Board. There was no public comment received for this item. The new program obligated $50.7 million over 10 years from the PG&E Settlement Fund to address high-priority projects to stabilize and maintain County Operations. The three-phased approach includes a number of previously identified projects for facilities in danger of failure. The program also included the recently completed Facility Condition Assessment (FCA) and Facility Condition Index (FCI) reports which will be used to prioritize the list of deferred maintenance projects. The FCA/FCI identified 524 "Immediate Needs" and a list of 4,650 items considered in "Failed & Poor Condition" that must be addressed over the next 10-20 years. The initial report estimates at least $182.8 million in maintenance, repairs, and/or replacement costs for County-owned facilities over that BUTTE COUNTY BOARD OF SUPERVISORS MINUTES – OCTOBER 13, 2026 period. The poor condition of County facilities will require significant resources to manage unplanned work such as leaky roofs, failed water lines, sewer lines, and HVAC packages. The FCA/FCI provides a clear view of the overall poor condition of County facilities and the significant work required to stabilize and maintain County Operations in the coming years. The Department will continue to implement the Countywide Deferred Maintenance and Rehabilitation Program and generate plans to address facility needs moving forward. The program is intended to create new parks or enhance and renovate existing recreational facilities in critically underserved communities. The SPP provides a maximum award of $8.5 million with no match requirement and allows up to 25% of awarded funds to be used for design. Cost estimates developed more than a decade ago for a straightforward replacement of existing facilities at the Gridley Swimming Pool ranged from $2 to $4.5 million. Construction costs have increased substantially since those estimates were prepared, so this funding, if awarded, may support replacing existing facilities with the potential to address community priorities with any remaining funds. Due to the competitive application process, staff recommend engaging California Consulting, grant writing professionals currently contracted with the County, and familiar with the SPP. County staff will support the consultants through the application process and provide stakeholder outreach, including the Butte County Fair Association, in preparation for community meetings and public communications. Submission of an application does not guarantee funding, and awards will depend on statewide program competition. The Department recommends the Board of Supervisors adopt the resolution authorizing submission of an application to the SPP Grant Program for improvements at the Gridley Swimming Pool. If the resolution is adopted today, staff will return to the Board with a BUTTE COUNTY BOARD OF SUPERVISORS MINUTES – OCTOBER 13, 2026 budget adjustment to increase appropriations by $15,000, utilizing available Fund Balance of CSA 034 - Gridley Swimming Pool, to fund consultant services. This will decrease the estimated available Fund Balance at year-end to $319,191. The condition of the Gridley Swimming Pool facility, combined with the estimated Fund Balance of CSA 034, show that the available resources are not adequate to address the significant repairs or replacement needed to keep the pool operational. Without this grant funding, or another funding solution, it may soon be necessary for the Board to consider using remaining funds to decommission and close the pool. PUBLIC HEARINGS AND TIMED ITEMS - 1:00 PM 5.1 Timed Item - Contract Amendment with Holt Construction Inc. for Job Order Contract Services and Notice to Proceed for West Jail Facility Roof Replacement at 7 Gillick Way, Oroville On December 16, 2025, the Board of Supervisors approved seven General Contractor contracts for the Department of General Services 2026 Job Order Contract (JOC) program, each with a maximum contract value of $2 million. Six of the seven contracts have been utilized, with a combined potential job order total of $3,038,999, and additional JOC work is anticipated through the remainder of calendar year 2026. The Holt Construction Inc. contract is nearing its $2 million maximum, primarily due to the Board-approved Jail Kitchen Remodel and Jail Basement Renovation projects. The Department recommends the Board approve a Contract Amendment increasing the maximum contract value by $2 million, to a new maximum of $4 million, to accommodate additional future JOC work including the West Jail Facility roof. All other terms remain the same. The Department also requests authorization to issue a Notice to Proceed for the West Jail Facility Roof Replacement project at 7 Gillick Way, Oroville, in the amount of $1,046,080. This project was approved in the fiscal year 2026-27 Adopted Budget as part of the Countywide Facility Deferred Maintenance and Rehabilitation Program. As part of Phase 3.2, the Board approved 28 high-priority projects for facilities in need of repair or replacement, including replacement of the roof at CC51. The proposed roof replacement will address ongoing water intrusion and structural deterioration, protect the facility and its occupants, and extend the useful life of the building. Portions of the existing roof have lifted and while temporary tarping has been installed the existing condition requires replacement prior to the upcoming winter season. The State project to improve and expand the Juvenile Hall Court will not address the roof sections protecting the County portion of the jointly occupied building. The critical condition of the roof requires the County to proceed with the replacement separately and without delay. The project estimate to replace the roof is $1,000,000. The Department of General Services recommends that the Board approve a budget amendment in the amount of $1,000,000 authorizing the use of PG&E Settlement funds from the Deferred Maintenance and Rehabilitation Program for replacement of the roofing system over CC51. The scope of work includes removing the existing roofing materials, installing a new roofing system, and completing any necessary related repairs identified during construction by a licensed roofing contractor through the bidding process. The Department of General Services recommends that the Board approve a budget amendment in the amount of $154,400 authorizing the use of PG&E Settlement funds from the Countywide Facility Deferred Maintenance and Rehabilitation Program for replacement of the existing roofing system over the Apparatus Bay and housing dormitory at Fire Station 45 in Durham.
